

In order to get into a position where you can strike out on your own you’ll need to develop your character, whip your army into shape and work on building some relationships. To fix it, you can try to convince a King to go to war or you can edit the game in order to change the delay period between "war" decisions.

Yes, there is a "bug" in the game that can result in unusually long periods between wars. (IF a year and a half has passed for you, in-game, then you likely have the bug.) When it gets to be several months to a year with nobody going to war, that's when you know you have a problem. Take a look at your Faction information and it will tell you if they have a forced truce or not and also when it will expire. Truces often last a month, so it's not a big deal.
